Reporting to the Manager, Program Accountability & Evaluation, the Evaluator will be responsible for monitoring, analyzing, evaluating, and reporting on organizational and program performance and providing recommendations for improvement. 

Job Accountabilities

  • Conceptualizes, develops and implements evaluation frameworks that are consistent with RHI’s objectives and priorities.
  • Develops, maintains and enhances tracking system to gather and report on qualitative and quantitative performance data.
  • Ensures the accuracy and integrity of data holdings through monitoring, evaluation, reviewing methodologies, and identifying and resolving issues.
  • Conducts custom data collection, mining and analysis as required.
  • Prepares documents (e.g., reports, templates, tools, briefing notes) and identifies conclusions, observations, and recommendations to support decision-making.
  • Works with RHI’s Health Economist to conduct planning and cost/benefit analyses.
  • Remains up-to-date on external reports and new theories/approaches to support RHI’s evaluation activities.
  • Provides committee support including preparing meeting packages, recording minutes and following up on action items.
  • Provides logistical and administrative support for the Unit as required.
  • Builds organizational and network capacity for evaluation and impact analysis by providing expertise, developing tools, and offering education and training as required.
  • Other duties as required.


The ideal candidate will have/be:

  • A Bachelor’s degree in a relevant field (e.g. Public Administration, Business Administration, Statistics, Social Sciences) and minimum 4 years related experience.
  • Credentialed Evaluator designation an asset.
  • Experience analyzing, reviewing and evaluating program, initiative and/or project performance.
  • Experience using various applications including Excel to manage data sets, develop charts and tables, and create reports and presentations.
  • Experience dealing with internal and external stakeholders.
  • Experience working in in fast-paced, complex environments with multiple concurrent high priorities.
  • Experience in health research or health care setting an asset. 
  • Demonstrated ability to work effectively as a member of a dynamic team.
  • Ability to listen and understand client needs and requirements.
  • Ability to collect, integrate, analyze and report complex data from various formats and sources. 
  • Excellent verbal and written communications skills, including the ability to present technical information in lay terms, synthesize information and communicate to appropriate stakeholders.
  • Demonstrated knowledge of qualitative and quantitative methods including applied statistics at an intermediate to advanced level.
  • Advanced expertise in Excel.
  • Skills in the following an asset: ability to write complex SQL queries, Tableu, statistical software (e.g., SAS, SPSS, R or Python).
  • Consistently approaches work with a positive and constructive attitude.
  • Remains calm, in control and good humored even under pressure.
  • Demonstrates openness to change and able to manage complexities.
  • Responds positively to critical feedback and differing points of view.
